I am focused on delivering reliable public service that protects affordable housing and keeps utility costs manageable for working families.

VOTERS STATEMENT

As a candidate for Thurston PUD Commissioner, I believe families deserve reliable water service at a fair price. Too often lately, people pay more in taxes and utility costs but feel like they receive less service in return. That is unacceptable. We need practical leadership that respects taxpayers and delivers real results.

Water costs affect housing costs. I will work hard to keep rates affordable by pursuing state grants, infrastructure funding, and polluter settlements to help pay for PFAS cleanup and other major projects. I also support stronger assistance programs so families do not lose basic services during hard times.

We must fix problems before they become emergencies. That means improving aging infrastructure, holding contractors accountable, expanding backup power systems during storms, and making sure our water systems are dependable when families need them most.

I also believe we must protect our aquifers and water rights for future generations through smart regional planning and cooperation. I will listen to residents, support open public meetings, and make sure every dollar spent by the PUD is focused on service, reliability, and community benefit.

My focus is simple: affordable rates, reliable service, strong infrastructure, and honest leadership that puts the community first.

 

BIOGRAPHY

Troy Kirby has worked in both private business and public service, including as a small business owner. He leads community outreach, media projects, and public communications for a state agency. A Timberline High School graduate, Troy taught business classes at Saint Martin’s University and received the 2019 Entrepreneur of the Year Award from the Lacey South Sound Chamber. He served several years as a Lacey Parks Board Commissioner, overseeing parks and civic infrastructure projects. A Gateway Rotarian, he is a founding board member of the Gold Star Family Memorial and Purple Heart Monument of Lacey, honoring local veterans and military families.
